Two public hearings in February offer an opportunity to weigh in on the State Highway Operation & Protection Program (SHOPP) before the California Transportation Commission (CTC) finalizes its plans.
SHOPP funds critical projects that keep California's state highways safe and functional, from emergency repairs to safety upgrades. It's a "fix-it-first" program funded by a mix of federal and state dollars, including SB1's Road Maintenance & Rehabilitation Account. Projects are identified through condition assessments and field reviews, focusing on what needs repair and improvement most.
Your voice matters … the CTC is required by law (Government Code 14526.5) to hear from you. Whether your commute depends on these highways or your community is impacted by planned work, this is your chance to speak up.

The 13-member California Transportation Commission (CTC) is responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California.
CTC advises and assists CalSTA and the state legislature in formulating and evaluating policies and plans for California’s transportation programs.
