Key highlights on regulations, policies, and program funding for the transportation professional
The Department of Resources Recycling & Recovery (CalRecycle) has released the FY 2025-2026 Notice of Funding Opportunity (NOFO) for its Rubberized Pavement Grant Program.
The goal of this program is to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. It's designed to promote markets for recycled-content surfacing products derived from only California-generated waste tires. The program encourages first-time or limited users of rubberized pavement in two project types: Rubberized Asphalt Concrete Hot-Mix and Rubberized Chip Seal.
Rubberized Pavement Grant applications may include rubberized pavement (hot-mix and chip seal) projects for roadways, Class 1 bikeways, greenways, and disability access at parks.

California’s Department of Resources Recycling & Recovery (CalRecycle) brings together the state’s recycling and waste management programs to promote a circular economy that reduces waste and reuses all materials.
Through landmark initiatives like the Integrated Waste Management Act and Beverage Container Recycling & Litter Reduction Act, California works toward a society that uses less, recycles more, and takes conservation to higher levels.
