Road Safety Champion Program

The Road Safety Champion Program (RSCP) is a nationally recognized "Roadway Safety 101" training series developed by the National Center for Rural Road Safety (NCRRS). RSCP is designed for staff in transportation, public health, and first responder agencies who have an interest in road safety but are not safety experts.

RSCP courses help participants understand how crashes happen and how roadway safety concerns are identified. The program also introduces improvements that can reduce fatalities and serious injuries on local and rural roads.

Who Can Participate

RSCP is for professionals and agency staff who support roadway safety but may not be full-time safety specialists. This training can be valuable for anyone who operates, maintains, plans, designs, manages, or responds to incidents on local and rural roads.

How the Program Works

To become a certified Road Safety Champion, participants complete:

  • All seven core training modules
  • At least one full career-focused pathway
  • Courses may be taken before, during, or after pathway selection, as long as all required modules are completed

The graphic below shows the full program structure:

  • Core modules provide a shared foundation in roadway safety
  • Career pathways focus on role-specific topics
  • Pathway options include Maintenance & Construction, Planning & Engineering, Public Health, and First Responder

Use the course title colors as a guide:

  • Blue course titles are online NCRRS courses; click a title for details and registration, if scheduled
  • Red course titles are completed through another approved provider, such as a state DOT, LTAP, OSHA 10, or Flagger Certification provider

Acquiring Your Certificate

After completing all seven core modules and one full career pathway, participants are eligible to receive the Road Safety Champion Program Certificate from NCRRS.

For courses completed outside of NCRRS, email a copy of the completion certificate to info@ruralsafetycenter.org so it can be counted toward RSCP completion.

STEP 2: CHOOSE ONE CAREER PATHWAY

Maintenance & Construction 7 Modules

For professionals who build, operate, and maintain our roads and keep travelers and workers safe.

Planning & Engineering 6 Modules

For engineers, planners, and technical staff who design safer roadways and systems.

Public Health 6 Modules

For public health professionals working to prevent injuries and improve community well-being.

First Responder 6 Modules

For first responders and public safety professionals on the front lines of traffic incidents.

STEP 3: OBTAIN YOUR CERTIFICATE

Obtain Your Certificate

Complete all seven core modules and one career pathway of your choosing to earn your Road Safety Champion Program Certificate. Courses may be taken in any order through NCRRS or an approved LTAP provider. Once you have completed all required courses, you will receive your Road Safety Champion Program Certificate from NCRRS.

* Red course titles are not offered by NCRRS and must be completed through another approved provider, such as your state DOT or participating LTAP Center (see sidebar). Certificates of completion from a non-NCRRS provider should be submitted to info@ruralsafetycenter.org.
