Key highlights on regulations, policies, and program funding for the transportation professional
This recorded session is from our August 20th, 2025, webinar on New Opportunities for Advance Mitigation: CAM, presented by the California Department of Fish & Wildlife (CDFW) and Caltrans Office of Environmental Compliance & Outreach (ECO).
Thousands of miles of built infrastructure impede the movements of wildlife in California, so improving habitat connectivity is critical to conserving California’s biodiversity and ecosystem resiliency.
CDFW's Connectivity Advance Mitigation (CAM) team released the Wildlife Connectivity Advance Mitigation Guidelines in September 2024, which implements Senate Bill 790. These innovative guidelines create a system to evaluate wildlife connectivity actions for compensatory mitigation credits, which can be sold to offset project impacts.
These guidelines outline a stakeholder engagement pilot period and invites potential sponsors of CAM projects to collaborate with CDFW. Because the approach to wildlife connectivity advance mitigation is new, some aspects of the crediting are still in development, and therefore, CDFW plans to work very closely with all potential project sponsors during the pilot period.
This 35-minute presentation is ideal for transportation agency professionals working in advance mitigation, potential CAM sponsors, or anyone interested in learning about the CAM subprogram.

Effective January 1st, 2022 via SB790, Fish & Game Code §1955-1958 “Wildlife Connectivity Actions” allows CDFW to adopt guidelines to promote habitat connectivity projects in California.
The Wildlife Connectivity Advance Mitigation Guidelines create incentives for improving habitat connectivity that will protect and enhance movement and migration for California’s most threatened species.
CDFW hosted a public webinar in October 2024 on the key features of statewide CAM, with important parts of the 2024 Wildlife CAM Guidelines discussed throughout.
