Priority DBE Reevaluation Process

Caltrans Office of Civil Rights has launched a Priority Disadvantaged Business Enterprise (DBE) Reevaluation process. On March 2, 2026, the California Unified Certification Program (CUCP) sent reevaluation notices to the state's DBE firms that received certification prior to October 2, 2025. Over 3,200 DBE firms are being reevaluated, and Caltrans is available to provide technical assistance throughout the process.

What Your Agency Needs to Know:

  • Remind active DBE firms to submit their reevaluation documents by April 16, 2026
  • Certifications must now be based on social and economic disadvantage
  • Race- or sex-based presumptions can no longer be used as the basis for certification
  • Caltrans has resources & webinars to help you and your DBEs through the process

Caltrans Division of Local Assistance

DLA oversees over $1B in annual funding that California's 600+ cities, counties, and regional agencies use to improve their transportation infrastructure and provide transportation services.

This represents roughly 1,200 new projects authorized annually through the Local Assistance Program, of which ~700 are construction related.
