Key highlights on regulations, policies, and program funding for the transportation professional
Caltrans has updated two Local Assistance Procedures Manual (LAPM) forms to guide local public agencies on how to adjust their contract templates/language due to the Interim Final Rule for the Disadvantaged Business Enterprise (DBE) program.
Caltrans suggests not to include the stricken DBE provisions in your new contracts as outlined in LAPM Exhibits:
These forms are also posted on the Caltrans LAPM forms webpage.
Please contact your District Local Assistance Engineer or District DBE Coordinator for questions regarding your specific project in its current phase. For the current contact list please see the DLAE & DBE Coordinators List.

The Local Assistance Procedures Manual is a comprehensive guidebook issued by Caltrans in January of each year.
The manual details the required processes, documents, and approvals that local public agencies must follow to secure and manage FHWA and state funding for local transportation projects.
